A FUMING man fought his ‘immoral council’ five times after being fined £145 for parking in his own drive.

Aftab Mahboob, 45, was slapped with the hefty penalty last summer after driving in a bus lane in Romford — a lane he says he had to use to park on his own property.

The furious furniture maker appealed the shocking Penalty Charge Notice (PCN) not once, not twice, but five times, until the fine escalated to £145.

But after an agonising year-long battle with the ‘immoral’ council, a parking adjudicator finally stepped in and scrapped the fine, ruling in Aftab’s favour.

Now, Aftab is seething, saying his council’s behaviour is nothing short of disgraceful, leaving him and his neighbours fearing for their sanity and their wallets.

He said: “It’s cost me a year of my life fighting this ridiculous fine! I was just parking on my own drive.

“How can they be so heartless? It’s a big deal because there are more of us getting hit with these fines. It’s like they’re targeting us just to make a quick buck.”

And Aftab isn’t the only victim. He claims other neighbours are being unfairly targeted too, with some fines leaving lasting scars on their lives.

One terminally ill woman, who has sadly passed away, was too scared to get another ticket and ended up having to walk down the road for pick-ups, instead of being collected from her doorstep, he revealed.

Aftab slams the council’s behaviour as “immoral” and demands an apology for their “heartless” actions.

He said: “They kept sending me patronising letters asking if I knew about the Highway Code. It felt like they were mocking me.”

After being slapped with the fine by Havering Council in June last year, Aftab argued that driving through the bus lane was essential to access his driveway.

Thankfully, the parking adjudicator, John Lane, agreed with him.

John Lane said: “The local authority’s Traffic Management Order creates an exemption to do so.”

But Havering Council are standing by their actions, claiming it was a “difference of opinion” between their officer and the adjudicator.

A council spokesperson said: “Our officer had to make a judgement as to what was a reasonable length of bus lane to use. The adjudicator has ruled in favour of the resident and the council respects this outcome.”

But Aftab isn’t buying it. He says the council’s explanation just isn’t good enough and believes he deserves an apology for all the time and stress they’ve caused him.

He said: “I’ve lived here 16 years, but they’ve only just put that camera up.

“This is just a money-making scheme. We’re law-abiding citizens and they’re preying on people who don’t have the time or energy to fight back. It’s disgusting.”

Mr. Mahboob said his 84-year-old neighbour was too scared to park near her own home after being fined and was forced to walk to a car park for her sister’s cancer treatments.

He added: “People are terrified to even park on their own street now. It’s cruel. This is not what living in a community should be like.”

Havering Council, however, insists that their enforcement actions are “fair and balanced,” saying they’re just trying to keep the roads safe.

But for Aftab, and his neighbours who’ve been hit by similar fines, the fight isn’t over.

It comes as the top-10 most expensive councils have been revealed in a map.

Drivers could be set back by up to £7 an hour as prices have skyrocketed in recent years.

On the bright side, motorists could be offered free parking today only as millions are set to drive to the polls.

Drivers will be able to decide the nation’s future without fear of a ticket – but you have to act now to access the discount.

Best chance to see Saturn’s rings in sky this week – don’t miss perfect viewing time or you’ll have to wait over a year

THE opportunity to see Saturn at its biggest and brightest is rapidly approaching – and astronomers say it will be the only chance of the year.

Saturn is the sixth planet from the Sun, otherwise known as the largest in the solar system.

Viewers in the Northern Hemisphere will have the chance to get a clear view of Saturn’s rings when the planet appears at its biggest and brightest in the coming days[/caption]

It boasts an impressive collection of 146 moons, each with their own characteristics.

But Saturn is perhaps best known for its signature rings, composed of billions of dust, ice, and rock fragments.

The luminous stellar body will appear at its biggest and brightest across the Northern Hemisphere in the coming days.

This is due to Saturn being in opposition – meaning Earth sits between it and the Sun.

Stargazers in the United States will experience peak viewing time between September 7 and September 8.

Saturn will be opposite the setting Sun, appearing in the constellation Aquarius.

It will rise between 6 p.m. and 7 p.m. local time on September 7 and set between 5:30 a.m. and 6:30 a.m. local time on September 8.

The gas giant will reach its highest peak in the sky around midnight on September 8.

Finally, it will reach opposition at 12:27 a.m. EDT on September 8, offering viewers the best glimpse of the year.

Once it reaches opposition, Saturn will be at its closest point to Earth and appear larger.

It’s best to prepare in advance – after September 8, Saturn won’t be in opposition until September 21, 2025.

Astronomers say conditions are shaping up to be ideal. The Moon will be a waxing crescent on the night of September 7 and set around 10 p.m. local time, offering enhanced clarity.

If you want to pinpoint Saturn’s exact position, you can use amateur stargazing apps like Night Sky or Stellarium, which show constellations in respect to your position.

Moreover, the U.S. Navy offers a tool with exact rise and set times in your location.

And the prime viewing experience isn’t limited to U.S. residents. The gas giant will also be visible in the United Kingdom around the same period.

Stargazers will be able to see Saturn from Sunday, September 8 to Tuesday, September 10 in the early morning.

Your best chance to see the gas planet is 01.15 BST while facing south.

Viewing Saturn with the naked eye isn’t recommended. Without gear, the planet appears as a bright light in the dark sky.

To see its rings, experts encourage using a backyard telescope or pair of stargazing binoculars.

It is advised to head to a dark place like an open field. City dwellers may not be able to spot the planet in all its glory due to light pollution.

In case you miss it, Saturn will still appear larger and brighter than usual in the week before and after it reaches opposition.

From the beginning of the month to September 13, the moon will set before midnight – providing enough dark cover to see the planet’s iconic rings.

Beloved homeware store to shut doors permanently after 67 years on busy high street

A BELOVED homeware store on a busy UK high street is set to close its doors for the final time later this year after 67 years.

The specialist electrical and lighting shop has been a staple shop in London for decades after being first opened in 1957 by a famous athlete.

M.P. Electrical Ltd in Barking Road, East Ham has announced they will permanently close in December.

Famed English boxer and former light heavyweight champion Freddie Mills was the man behind the lighting store which went on to become a national chain.

When it first opened up it was just the East Ham branch which was open three days a week.

After a successful few years of trading Mills and his team opened up the store all week.

In the 1980s M.P. Electrical Ltd shops started to pop up across high streets in the south of England in places like Southend, Chingford and Blackheath.

They have all since closed leaving just the East Ham branch open in recent years.

Co-director of the East Ham store Ashwin Patel said: “It’s been a journey for us. It’s been my life.

“We are all gutted, we really are gutted that we’re closing. 

“The whole journey has been great from one end to the other. I think I’ve had the best times of my life here.

“All the way through, we’ve fought and carried on. 

“Unfortunately, because of the economic climate now and everything else, the overheads are too high.”

The company has even been used for work featured in The Shard and The Gherkin.

Ashwin, who has been with the company for over 30 years, said they have been on the brink of closing down for the past five years.

He told the Recorder that customers have already voiced their disappointment over the store going from the declining high street.

He added: “The store has been here for such a long time that they remember the store here from when they were little kids. 

“They are saddened to see it go. It’s sort of like a community store. People still come in and have a chat to us, it’s nice.”

Customers have hailed the shop as “a hidden treasure of East Ham” online with many heaping praise on the old fashioned store for its quality products and helpful staff.

Since announcing the closure, several saddened shoppers have left touching memories.

One said: “Such history. Sad to see it closing down.”

It comes as several other stores nearby are also closing down.

Marks & Spencer’s shut down its “wonderful” branch in Ilford last week.

The company revealed the store in Bessborough Road would be closed for good on June 29.

The firm blamed the closure on changing shopping habits.

The Works store in East London also pulled down the shutters on one of its sites for the final time back in May.

The shop in the Heathway Shopping Centre, Dagenham was officially closed on May 30.

A Poundland in Chadwell Heath has also closed down in recent months after the nationwide company was unable to agree lease terms for the shop.

Why are retailers closing shops?

EMPTY shops have become an eyesore on many British high streets and are often symbolic of a town centre’s decline.

The Sun’s business editor Ashley Armstrong explains why so many retailers are shutting their doors.

In many cases, retailers are shutting stores because they are no longer the money-makers they once were because of the rise of online shopping.

Falling store sales and rising staff costs have made it even more expensive for shops to stay open. In some cases, retailers are shutting a store and reopening a new shop at the other end of a high street to reflect how a town has changed.

The problem is that when a big shop closes, footfall falls across the local high street, which puts more shops at risk of closing.

Retail parks are increasingly popular with shoppers, who want to be able to get easy, free parking at a time when local councils have hiked parking charges in towns.

Many retailers including Next and Marks & Spencer have been shutting stores on the high street and taking bigger stores in better-performing retail parks instead.

Boss Stuart Machin recently said that when it relocated a tired store in Chesterfield to a new big store in a retail park half a mile away, its sales in the area rose by 103 per cent.

In some cases, stores have been shut when a retailer goes bust, as in the case of Wilko, Debenhams Topshop, Dorothy Perkins and Paperchase to name a few.

What’s increasingly common is when a chain goes bust a rival retailer or private equity firm snaps up the intellectual property rights so they can own the brand and sell it online.

They may go on to open a handful of stores if there is customer demand, but there are rarely ever as many stores or in the same places.
